New Travel Sentry Approved Lock – TSA 002. How on earth can I fix it and use it? Currently I can not block it.

Lock Tag and strap set from Walmart. Protege said. Also says 1745036 WVK 199ET. I need to know how to define and use the combination lock. Currently, the closure will not even get into the body of the lock. I can not get it closed, much less locked. And if I close and lock DO, I will not be able to unlock. N directions, so that never in the package!

The only way I could understand was to put the lock 000. Push it off, then disable the lock codes. Set it to 000 times to open it. It is lame but there is no instructions I'm not sure if this is the only option or you can customize the code. edit .. found the solution. see the link below.
